Role Summary: The Escrow Closer is the "face" of the transaction. They are responsible for the legal execution of documents, the accurate disbursement of all funds, and ensuring the transaction complies with Pennsylvania insurance laws.
Key Responsibilities

Closing Execution: Conduct the formal "closing" or "settlement," explaining legal documents (Deed, Mortgage, Note) to buyers and sellers.

Financial Balancing: Finalize the settlement statement, ensuring all "bring-downs" are clear and the file is balanced to the penny before disbursing wires.

Compliance: Ensure all fees align strictly with the TIRBOP Manual of Rates and Forms.

Policy Issuance: Oversee the issuance of Title Insurance Commitments and Final Policies.

Fraud Prevention: Implement wire fraud prevention protocols (e.g., using CertifID or Qualia Shield) to protect escrow funds.
Requirements & Qualifications

Licensing: Pennsylvania Title Insurance Agent License (requires passing the state exam and completing 24 hours of CE every two years).

2026 Notary Compliance: Must comply with the March 28, 2026, Pennsylvania regulations, including the $25,000 Notary Bond and the updated 7-digit ID commission stamp.
